the file you need to make is Tempdecal.wad if you dont have one make one, the old 1.5 pldecal.wad can simply be renamed to tempdecal.wad

C:\Valve\Steam\SteamApps\name\team fortress classic\tfc C:\Valve\Steam\SteamApps\name\counter-strike\cstrike the file is called Tempdecal.wad , you could rename your old pldecal.wad to that.

im runnin the radeon 9800pro, i have had no problems with it, i payed £110 (pounds) for it witch works out at around $270
