When the majority of people vote for a candidate in a state the candidate wins the entire state. Everyone elses votes in that state no longer count towards anything. In the last two elections Bush has won by Electoral college not by popular vote. The president should be elected by the popular vote not by the electoral college.

If congress were to pass an ammendment to nullify the 22nd then they would be essentially creating exactly what they are fighting.
