To appear to have a different IP address on websites use a http proxy, just go to internet options in IE, or Firefox, or etc. and set it up. IRC also supprts using proxies and socks4/5 servers in the options. To make other programs be able to use proxies/socks4/socks5 servers download FreeCap or SocksCap.
