It's actually called Xorg or XFree86 depending on your distro, Im a OpenBSD user myself, but that is a variant of *BSD, not linux. Im guessing your refering to LiteStep as a alternative GUI shell on Windows then pulling this bullshit out of your ass about writing your own shell. I highly doubt you and alot of people on these forums, if not all, could write their own shell for the Windows GUI.
