As far as I'm aware, there is no way to exclusively hear only your teammate's footsteps. It's either all or nothing. Also, it seems that some people don't realize the DoD 1.3 is the HL1 edition of the game, it (And most other standard HL1 games from my experience) are often referred to as 1.6, as a reference to CS. Not every non source game is version 1.6. :sly:

The only thing you can do is: Buy a new account. Steal a new one yourself. Learn to not give away your information to random people.

It might be trouble with your video card being either too weak, or not having proper drivers. Usually that happens to me if I play in windowed mode and have other things behind the game window, like a folder or Ventrilo (But I'm not using Fraps when this happens :ugh:). I'm not really too experienced with Fraps, however. You might want to wait for someone else's opinion or just start Googling.
