There are no scripts against this. Its simple. With cheats on you can use ent commands. With ent commands you can change the password. The only script against this is one that contains sv_cheats 0

The counter measures you are referring to are sv_cheats not being set to one. Game-monitor sometimes lies, when you get in the server type sv_cheats and it will tell you what it is set at.

I am not sure of the exact refresh rate of Game monitor, but I am fairly certain it doesn't refresh every time you press refresh. I could be wrong though. I do know that if you retry in console after changing the name you will see it.

It does change the name, but the changes won't be reflected in the tab menu for anyone in the server at the time of name of name change until they reconnect. But type status, and you will see that it changed.
