There are 2 types of battlenet, open and closed. Open is where you were supposed to be able to take your single player character and play with others, it's full of hacks, self made items, and super boss mods. Closed is where everyone plays. Items cannot be made, and bugged / hacked items are rarely released (and when they are blizz erases them shortly after). TL;DR : play the game before judging ***got.
