It will change every time you reconnect. Unplug your modem and plug it back in. Jagex wouldn't be stupid enough to ban by IP, as it's easy to change. Probably banned your hostmask. You could either restart your modem and see if that works. If not, if you run through a router, go into your router settings and change the MAC address.
