How Do I alter Damage settings in BF2?

I have an Altered Damage setting BFV server: -=No Rules=- Air Maps (18.79.1.31). It really pisses ppl off when you blow their tank with caltrops.

I want to make my BF2 server so I can kill tanks and choppers with knives and make dune buggies invincible.

Can anyone help?
