We've been very nice about letting other countries use our network (see: rest of the world, excluding nobody).

 

If a country wants to split off and form their own internet, that's fine. They'll have to do the millions of dollars of research and development to make it work. Just like the USA did.

 

Did other countries contribute to the building of America's internet? Sure. Who fronted almost all of the bill though? USA.

Didn't bother reading the article, but doesn't the US only control the DNS servers? Worst case scenario is that a country can set up their own DNS server for local sites, and remember IP addresses for others. We can do it for phone numbers, we can do it for a website.
