On account of the fact that he was surrounded by kindergarden kids, freaking out about it and telling everyone that buildings had been hit by planes, and that people had been killed, would have caused the kids to most likely freak out. Who wants to be around twenty five six year olds after they've just been told that people are dying, and our country is under attack? You've watched Farenheit 9/11 too much kid..Given such circumstances, and having such little power at the time, I'm doubtful you would have done anything different.
