December 9, 200519 yr it could be done easily for sure, someone with a spare phoneline can set up an asterisk box. Asterisk is a free linux based PBX, and it could be run on some shitty old computer. You could also make it VOIP acessable, and get an outside number. Then purchase an 800 for that number. boom, instant hotline, easily configurable interactive phone menus, hold music, even conference rooms. All quite easy. If someone has the balls to put it up, as I dont know of the risk of having a suicide hotline, that just makes people more suicidal :p
