They set a timer on the sessionid to 6 hours before it expires the cookie, thus controlling the voting to once every 6 hours. You can simply delete the cookie after submitting a vote, then reload the orginal link and submitting again. Turning off cookies does not work either, as the vote requires the cookie to be written. Also found that submitting, deleting cookie and then hitting back and submitting again does not work, as the cookie is not written, have to actually reload the URL. This is one way to cheat the system though a slow one..... Probably a better way using a perl script if you have good knowledge of perl, php and cookies.
