Ok, i thought maybe my computer was overheating because when i turn my computer on i can play cs fine with 70 ping at highest, but later in the day if my computer is left on my ping increases, hence why i thought it was overheating. However, i can play WoW and wc3 without no latency problems, even when my ping according to steam is 150-250. My computer itself doesnt go any slower then when i used the computer earlier that day, and my browser seems to be fine too. Any ideas anyone?

Ill try reinstalling first, its really annoying me because my computer might not be the best but its cs ffs, it shouldnt be doing this shit. It never did it when i first got it either.

i mis-read, and i have 256 mb of ram and a 128mb card and i get 100 fps steady on max settings

im pretty sure cs1.6 has fps_max set to 75 when you first install it, so try fps_max 100 in console
didn't he say ping and not fps, anyways ping has nothing todo with your computer its your internet speed

While your game may run at insane "fps", the actual number of frames you will see is determined by your monitors vertical refresh rate...

 

So if you're in 60hz, no matter how fast your comp is, your monitor is only showing 60 fps. Increase the vertical refresh rate if you want the game to seem smoother (assuming you're getting enough fps in game to warrant the increased hz)

 

And the "rate" variable in your console is the maximum speed you'll download data from the server in bytes. So 25000 = 25 k/s, I usually have mine on 100000 or so, but you'll only notice it making a difference if you had it really low initially (like < 5000)

Rates above 25000 are actually useless, since the GoldSRC engine only goes up to 25000. Same for Source.
MMO's aren't as reliant on your internet as FPS's are. You could probably play WoW with around 200 ping and not notice whereas in CS it's creates a whole other world of shittyness.

Are you using cable?

 

I bet you have less bandwidth cause of all the extra b/w being used by everyone in your node.
