It seems the only stuff that sounds right is wavs with only human voice and no background music/sound. Is this the way it's supposed to be?

The problem is serverside.

 

The poor quality is due to the voice codecs on all hl2 servers.

Bass sounds like shit basically.

 

Many hl1 servers, however, have a different codec (voice_speex) with the quality set to maximum, and thus the musical voiceannoys will sound much better.

Valve just got too lazy to update source games with this new codec, so you can thank them for that.

 

So yes, that is the way it's "meant to be."

That's odd because some stuff like the cakegirl song and elton john are pretty distinguishable, but the meatspin song sounds like static.

Some songs/sounds have more bass than others, and it's the bass that is causing the problem.
