They were some young punks driving around, insulting people and driving off before people could retaliate, and they got caught. The thrill in drive-by insults is the risk and the danger, then getting away with it. They took a risk and faced danger for a cheap thrill, and they got caught, but pansied out and refused to stand up for themselves. In our neighbourhood, nobody would blink at their behaviour, but when the car stopped at the lights, people would rush them, take the keys and throw them on a roof then just walk away laughing. If they got out, they'd get smashed. If they didn't, they wouldn't be driving anywhere until everyone left.
