Any time a police officer asks permission to do something it means that he cannot leagally do it by himself unless he has a warrant. That is why you see them asking for permission to search cars and trunks, and inside glove compartments. Also, that is why they always ask to enter your house. The moment you give them permission they can now bust you on whatever they find or see.
