Go to a server that has someone with 0 ping then type in console cmd name

"cock whore". It will probably be hard to find a person with zero ping in cs so try looking in sven coop or other mods thats were i found a zero ping person. Have fun

It's not "0 Ping" it's a person that is Hosting a "Listen Server", which is a server hosted on their own computer.

 

And yes, you can use

cmd name "I'm teh ghey"

to change their name, which pretty well known. But gj on posting this anyhow.
