It might be trouble with your video card being either too weak, or not having proper drivers. Usually that happens to me if I play in windowed mode and have other things behind the game window, like a folder or Ventrilo (But I'm not using Fraps when this happens :ugh:).

 

I'm not really too experienced with Fraps, however. You might want to wait for someone else's opinion or just start Googling.
