Easiest way: If it's a .wav file for mic spam, just open it up in Windows Sound Recorder. Open a file, then choose to insert that file. Repeat this for a bit, then save. Then open and do it again. Save... Again... And so on until you have it to the necessary amount of time. Of course, given the fact that this program sucks, you're going to have to reconvert it when you're done. When you save a file in Sound Recorder it tends to get fucked up in HLSS. Another program you can use is Goldwave...
