Stay in spawn, since you get full ammo in there. Just hold down fire until your minigun ammo runs out. When it empties, keep holding down fire, then stop firing for less than a second. Right when he lifts the minigun when you stopped firing, press fire again. Now, you can shoot and run at normal speed. Proceed to pick up ammo at spawn. This bug has now been fixed, and you can't use it anymore.
