If you were really intelligent you would know that it is improper to start a sentence with a coordinating conjunction

As an author, I can say that it appears that he was using that sentence as a sort of polysyndeton, for rhetorical emphasis. The "and" could have been replaced by "plus" but "and" serves to contrast the noble traits of Mr. Winthrop with the idiocy of he who spelled his name incorrectly. Trust me.
