The State Department of Health shall prepare written materials that describe and explain the criteria for determining whether a person is obese, and shall provide those materials to all food establishments to which this section applies.

There's no specific guidline to define who is obese and who is not, also it's very discriminatory, two major loopholes (heh, a girl with a little muffintop could be considered obese by some)

And I think they define it as anyone over weight according to height and age and then factor in body fat.
