On Xbox Live games like COD4, there are no such things as moderators, server administrators, votekicking or votebanning. When you enter a game in the console version, you go through a shitty matchmaking system where the game automatically chooses which game server to play on. You don't even choose what server you want to play on, so naturally there's nowhere you can get banned from.

There is a rep system on Xbox Live, but it doesn't do shit in terms of preventing you from playing/raging. It just shows you whether people favor you or not.

The xbox live online system is pretty shitty and non user friendly.
