Okay so I am curious how long is the auto ban for invalid Rcon password for? until the server is restarted?

 

also does anyone know if it bans you private ip, router ip, or what?

Rcon doesn't exist. It's all a hoax set up by steam to prevent imaginary hacks.

If u can change it (with some ISP's it's possible) you 'll be fine
