I think that's how it was meant to be viewed, as it isn't the best bill to have been written and any moron could do it. Obviously not a Democrat to have drawn the comic. Otherwise it would have been praising the bill. All it comes down to is the political cartoonists need some kind of news events to draw their cartoons about.
