So you wanna buy some improvements, but you don't know which ones

 

You can buy an improvement for every 1000 citizens. There are a few different orders, but you'll be good if you buy them in this order:

 

1. Harbor

2. Foreign Ministry

3. Factory

4. Factory

5. Factory

6. Factory

7. Factory

At this point you want happiness and income increase. You can buy stadiums and banks 5 at a time, or alternate them; it's up to you.

9. Stadium/Bank

10. Stadium/Bank

11. Stadium/Bank

12. Stadium/Bank

13. Stadium/Bank

14. Stadium/Bank

15. Stadium/Bank

With banks and stadiums in place, you can either go two ways: (a) more population (more citizens paying taxes=more revenue) or (b) income increasing (fewer citizens paying more taxes per citizen). If you go with (a) first, then follow it with (b), and vice versa. If you are techdealing, lean toward (a) because universities will decrease tech cost, increasing your tech deal profit.

With all of the aboce bought (both A and B) done, you've got another decision to make. At this point, if you've been giving it the most modest amount of effort, your nation is pretty decent, in the 14,000 nation strength range. Some nations your size even have nukes! You can either continue with economic improvements for the next 10 slots, or you can start beefing your nation up miltarily (or obviously you can mix things up rather than buying in blocks). Regardless of which way you want to go, I'd say to stick with a set #30.

 

30. Intelligence Agency. You can buy up to 5 IAs like most other improvements, but get at least 1 now. At your size, a lot of people begin rogue spying for fun, having plenty of spies of your own reducses the chance that you will be targeted.

Swapping:

During certain times, you have to destroy certain improvement to swap them out for other improvements. Always base which improvements you destroy first on the situation, then by cost to replace.

 

During war, you should destroy imrovements to swap out for max guerilla camps and satellites. Do not destroy population-boosting improvements for your swap, because a higher population means a larger soldier threshold (and therefore more tanks, too).

During infrastructure buying, destroy improvements to swap out for max factories.; for example, if I have 5 banks because I've just collected taxes, then I destroy them because they're cheap.

During a longterm bill pay, swap out for max labor camps.

 

If you have 5 unfilled spots, then of course you don't need to improvement swap.
