January 14, 200520 yr not really, it's an actual uniform, has the buttons on top for the shoulder boards (which do not appear to be present, the shoulder boards, that is), on the collar you can see the tabs (which identify him as an officer, not an enlisted man) and also the breast eagle. I don't think it's a t-shirt either, I think the sleeves are just rolled up.
