January 27, 200520 yr the answer is no. nobody cares, however... there might be a clause where if your server appears on the steam.gaming.network list that you have rules to follow I have not seen that netiquette anywheres though so your guess is as good as mine. There are cheat servers but I have not seen any appear in the listing soagain... no way to confirm that.
